Bank of England to Release Systemic Stablecoin Draft Rules Next Month

The Bank of England is preparing to publish draft rules for systemic stablecoins next month, with plans to finalize the framework by the end of the year. Alongside this regulatory timeline, the central bank is also weighing temporary limits on stablecoin issuance to help manage potential early-stage risks.

In parallel, UK officials are setting out a broader shift in the country’s financial direction. Speaking at City Week 2026 in London, Deputy Governor for Financial Stability Sarah Breeden said future retail payments could combine tokenized bank deposits, regulated stablecoins, and a possible retail central bank digital currency (CBDC), as part of a wider move toward tokenization across the financial system.
